What eBay member should do to avoid fraud

I like shopping both online and going to actual stores. I am not addicted to shopping as many people would actually think. I am the type of person who shop as a form of relaxation and I do not do it alone, I do it with my friends. I have gotten in to a habit of shopping online on eBay especially. My big brother who is not fond of online shopping because of how he got scammed once, warned me against bay fraud. He told me that eBay fraud was real and if I was going to ignore his warnings and still shop on eBay that I should ensure that I do not fall victim from fraud. He told me one of the most important ways to protect myself from such was to make sure that before I bought anything from any vendor from eBay, that is should agree with how their refund policy works. He told me that would come of a big help when I had to return something because it was faulty.
